Kikao cha kamati ya Madiwani wa chama cha Mapinduzi kimemchagua diwani wa kata ya kanyenye mjini Tabora, Gulam Dewji Remtullah, kuwa meya manispaa ya Tabora kwa kipindi cha miaka mitano ijayo.

Gulam,iwapo kama atathibitishwa kushika nafasi hiyo na baraza la madiwani katika kikao chake cha kwanza, atakuwa meya wa nne wa halmashauri ya manispaa ya Tabora toka ilipoanzishwa mwaka 1995, akitanguliwa na George Mpepo, Paul Misigaro na Peter Lembeli

Katika kikao hicho madiwani wa chama cha mapinduzi walimchagua mheshimiwa Gulam kwa kura 25 kati ya kura 32 za halali zilizopigwa katika uchaguzi huo ambao pia madiwani wengine wawili waliwania nafasi hiyo.

Madiwani waliojitokeza na kuwania nafasi hiyo sambamba na Gulam ni pamoja na katibu mwenezi wa chama cha mapinduzi mkoani Tabora Idd Shaaban Kapama na Mrisho Shaaban Kaombwe.

Hata hivyo madiwani hao, waliambulia kura nne, alizopata Kaombwe na kura nyingine tatu alizopata katibu mwenezi wa chama cha mapinduzi mkoa wa Tabora.

Diwani wa kata ya itetemia mjini Tabora, Haruna Kurwa ameteuliwa kuwania nafasi ya naibu meya wa manispaa ya Tabora na Selemani maganga kuwa katibu wa madiwani wa chama cha mapinduzi.

Kutokana na matokeo hayo Mheshimiwa Gulam, atathibitishwa kuwa meya wa manispaa ya Tabora, katika kikao cha kwanza cha baraza la Madiwani la Halmashauri ya manispaa ya Tabora,kinatorajia kufunguliwa na mkuu na mkuu wa mkoa wa Tabora, Abeid Mwinyimsa.

Kwa mujibu wa utaratibu mgombea wa kiti cha Umeya wa chama cha Mapinduzi atakuwa Gulam Dewji, ambaye atashindana na mgombea wa chama cha Demokrasia na Maendeleo ( Chadema), ambacho kimepata kiti kimoja cha Udiwani katika halmashauri ya manispaa ya Tabora.

Aidha kikao kama hicho kimependekeza jina la Mashaka Kalyuwa kuwa mwenyekiti wa halmashauri ya wilaya ya uyui mkoani Tabora, baada ya kuibuka mshindi katika uchaguzi uliofanyika leo.

Mashaka, aliwashinda mwenyekiti wa zamani wa halmashauri ya wilaya ya Uyui katika kipindi kilichopita Hamis Juma Bundalla na Haruna Salum Lwambo aliyejitokeza kuwania nafasi hiyo kwa mara ya kwanza. Huku Said Ntahondi akishinda nafasi ya makamo Mwenyekiti na Peter Mihayo akiwa katibu wa baraza la madiwani la Halmashauri ya wilaya hiyo.





Mr Baruani is a senior trainer of INADES Formation Tanzania. He was asked by FERT and MVIWATA to contribute to the Market boards’ capacity building.

For those who studied at Uyui between 1977 to 1985 they will definately remember Baruani Idd. He compleated his study in 1981 and went for further studies at Tosamaganga Iringa then to Sokoine University of Agriculture. Baruani is a tall man from Ng’ambo area kitete street and his farther Mzee Idd was A game Scout under the Ministry of Tourism.

What are the major training needs for the market boards?

INADES’s experience in supporting rural markets suggests that training is needed in the following major areas: the principles and practices in market board governance, organisational
and management skills, understanding market dynamics, business and entrepreneurship skills,principles and practices of result-based management and fi nancial management.

Is it possible to turn local group leaders into directors able to manage a market?

It is not a given although it is quite possible. This is because the process through which these leaders are selected does not critically screen a vast number of representatives so as to select the best ones. These leaders are democratically elected, however, some criteria, such as potentiality, creativity, and
an ability to deliver services, are not always given suffi cient attention. Frankly speaking, somemarket board members are unqualifi ed for the job and are chosen based on other criteria such as political infl uence. For these people, training support is pointless. The same applies to market staff .

We have seen that the Igagala market employees are appreciably qualified compared to theircounterparts in the Mkata market. This is true despite the same amount of investment in capacity building. By qualifi ed, I mean good customer service skills, highly committed, clear fi nancial skills,
and ability to plan and follow up on the business, to budget and to develop market promotional
Which is better: on-site training or indoor training?

If possible, the majority of training sessions should be context-based, in the farmers’ constituencies. The impact of collective in-door training is questionable because there is no proper representation, feedback, information or trickle down of knowledge. What’s more, people do not have a proper reading culture. Also, it is true that “seeing is believing”, however, the farmer-to-farmer exchange visits must be well prepared. They take up a lot of time and money and do not always fulfi l the
designated goals.
Does it work for leaders and staff to attend the same training sessions?
At a certain point and time it is fi ne. It is important to train both staff and leaders together for building a common understanding on basic things (procedures, regulations, policies etc). But the decision on whether to mix the two or not, should also depend on the training subject. It is the moderator’s role to put a demarcation on which group should receive what
